Request for approval of the proposed replacement of the copper panel roof, which is deteriorated. with galvanized steel roofing prefinished to resemble the green patina of the aged copper. The applicants have found that obtaining the necessary custom-fabricated copper panels would be extremely expensive, while the steel roofing is readily available commercially and is, therefore, much less costly. Additional information obtained by the applicants in response to inquiries by the Commission members at the last 2 meetings (when review has been tabled) will be discussed.

Request for approval of a revised design for the narrow 2-story addition that has been built to connect the small building on the southern end of the property (facing New Scotland Avenue) with the main building on the corner of Madison Avenue and New Scotland Avenue. The Commission approved the proposed design, with some modifications, at the 1/21 meeting. Changes have been made to the approved design in the course of construction, and the applicant is returning to discuss the situation with the members. The Board of Zoning Appeals and the Planning Board also have reviewed this project. The addition is part of the work to convert the ground-floor corner business from “Ralph’s” (which was a tavern) to “Red’s Park Place,” where the emphasis has been shifted to serving as a family-friendly restaurant with a bar. The addition contains a kitchen, stairs, and an access corridor.

It appears that the storefront was added to the house many years ago, but there has been no commercial use there for quite some time and the area that originally would have been glazed was boarded up. Request for reversal of the staff denial of a certificate of appropriateness for the installation of a white vinyl fence to replace the existing wood stockade fence that encloses the outdoor area adjacent to Horizon Center’s residential facility for ex-offenders. The denial was issued because white vinyl is not an appropriate material for a fence to be installed in a location where it will be visible from the street in a historic district.

Request for approval of the application of an exterior insulation and finish system (often called “EIFS;” brand name in this case, “Total Wall”) on the east wall of the building. This very visible elevation has a very rough, unfinished surface that appears to have remained when the adjacent building was demolished in the 1980s, and the owner wishes to give it a more uniform, “finished” appearance.
